İzmir, one of Türkiye’s largest metropolitan areas, is facing a growing water crisis triggered by prolonged drought and dwindling freshwater reserves. In response to the alarming situation, the İzmir Water and Sewerage Administration (İZSU) has introduced a series of emergency measures to manage the city’s water consumption, including partial water cuts during nighttime hours in districts with high demand.

The decision, announced by İZSU’s newly established Water Board, comes amid critically low water levels in the city’s primary reservoirs and significantly reduced yield from underground sources. Starting from August 6, 2025, partial water restrictions will be implemented between 11 PM and 5 AM in selected neighborhoods. The list of affected areas is expected to be made public in the coming days.

Tahtalı Reservoir Nearing Minimum Thresholds

According to the Water Board’s latest assessment, the Tahtalı Dam — İzmir’s main drinking water source — has dropped to a dangerously low level. The city has also ceased drawing water from the Gördes Dam entirely due to depletion, and underground aquifers are showing marked declines in productivity.

İZSU estimates İzmir’s average daily water consumption to be around 700,000 cubic meters. With continued dry weather patterns and no substantial rainfall in sight, water officials are urging residents to adopt a more cautious approach to everyday water use.

Reviving Forgotten Infrastructure and Drilling New Wells

In an effort to diversify and expand water supply channels, the Water Board has launched several infrastructure and conservation projects. One of the key actions includes the rehabilitation of an old water transmission line that had been out of service for nearly 20 years. The restored pipeline is now channeling water from the Aliağa Güzelhisar Dam to urban centers in İzmir.

Additionally, existing water wells in Halkapınar, Sarıkız, and Göksu have been renovated, and new wells have been drilled to boost supply. These measures aim to add short-term flexibility while longer-term solutions are explored.

Tiered Tariff System Promotes Responsible Consumption

Another major initiative introduced earlier in April was the restructuring of the city’s water billing system. A tiered pricing model now applies to all consumers, including public institutions such as park and garden services.

This approach penalizes excessive consumption while rewarding households and businesses that keep their usage low. İZSU reports that the new structure has already led to a reduction in high-volume water use and has eased pressure on strained water systems.

Public Sector Leads by Example

In a symbolic yet impactful move, the city has also initiated strict water-saving measures across public institutions and facilities. Usage of municipal water for non-essential tasks has been minimized, and public gardens are now being irrigated more efficiently or less frequently.

Officials stress that the city’s success in overcoming the current crisis will depend not only on administrative actions but also on community participation. The Water Board continues to call on residents to be mindful of their consumption, particularly during the dry season.

Why Nighttime Restrictions Are Necessary

The decision to limit water availability during late-night hours in high-consumption areas was not made lightly. Authorities believe that this window of restriction, between 11 PM and 5 AM, will have minimal impact on daily routines while offering critical relief to water reservoirs.

“Maintaining a controlled supply is crucial to preventing larger-scale shutdowns,” said an İZSU representative. “We must preserve what remains in the Tahtalı Dam until the rainy season arrives. This is not only a technical necessity but a civic responsibility.”

Such intermittent supply restrictions are becoming increasingly common in climate-impacted regions, especially during prolonged droughts. İzmir now joins a growing list of cities worldwide taking aggressive steps to prevent complete depletion of drinking water sources.

The Human Face of Water Shortages

Beyond numbers and infrastructure, the water crisis has real human consequences. Residents in certain districts have already reported lower water pressure and difficulty accessing enough water for daily needs, especially in multi-story buildings and older neighborhoods.

Local businesses, particularly those in food service and hospitality, are expressing concern about the implications of water cuts on their operations. Some are investing in water storage systems, while others are reevaluating their water-intensive processes.

These pressures are especially acute in lower-income communities, where access to supplemental water resources may be limited. The municipality has pledged to ensure that basic needs are met across all neighborhoods, regardless of economic status.

Climate Change and the Future of Water in İzmir

Experts say that İzmir’s current water shortage is not an isolated incident but a sign of deeper environmental changes affecting Türkiye’s entire western region. Rising temperatures, erratic rainfall patterns, and increased evaporation from reservoirs are compounding the strain on water infrastructure.

Meteorologists note that the city has experienced significantly below-average rainfall for the past two years, with no immediate reversal in sight. Hydrologists are calling for long-term adaptation strategies, including greater investment in rainwater harvesting, greywater recycling, and public education on conservation practices.

Educating Citizens for Sustainable Habits

In addition to technical measures, İZSU and local government authorities are planning a public awareness campaign to encourage sustainable water use. Educational materials, social media campaigns, and school programs are being prepared to engage citizens of all ages.

Key messages include reducing unnecessary water use, promptly repairing leaks, using efficient fixtures, and understanding how individual habits affect the city’s overall water balance.

The city’s mayor emphasized the importance of community engagement in a recent statement, saying: “This is not just an environmental issue. It is a social and moral challenge. Every drop we save today is a step toward securing our collective future.”

İzmir is now at a crossroads. The current crisis, though urgent, also presents an opportunity to build a more resilient, eco-conscious urban environment. The reforms implemented by İZSU show that even aging infrastructure and complex urban systems can be adapted in response to environmental stress.

While short-term inconveniences such as night restrictions may frustrate some, they serve a larger purpose — safeguarding the city’s ability to function and thrive in a world where water scarcity is becoming the new normal.

Residents, business owners, and policymakers alike must embrace a collective responsibility to preserve İzmir’s natural resources. The path forward may be challenging, but with unity and innovation, the city can set an example for other municipalities across Türkiye.
