Following a high-level cabinet meeting at the Presidential Complex in Ankara, Turkish Minister of Energy and Natural Resources Alparslan Bayraktar shared crucial updates with reporters regarding the future of energy cooperation between Türkiye and Iraq, as well as upcoming developments in Türkiye-US energy relations.

In his detailed remarks, Bayraktar addressed the long-standing Turkey-Iraq Crude Oil Pipeline and hinted at a new liquefied natural gas (LNG) agreement with the United States. These developments come amid rising energy demands across Türkiye due to increased summer temperatures and global shifts in energy diplomacy.

A Closer Look at the Turkey-Iraq Crude Oil Pipeline

The Turkey-Iraq Crude Oil Pipeline, often referred to as the Kirkuk-Ceyhan pipeline, is a vital artery in the regional energy network. With a theoretical daily capacity of 1.5 million barrels, it has the potential to play a central role in global energy markets. However, according to Minister Bayraktar, the pipeline has never operated at full capacity.

“We’ve invested heavily over the years to keep this line operational,” Bayraktar stated. “In the new draft agreement, we have underlined the importance of mechanisms to ensure full-capacity usage. The document we submitted to Iraq reflects this expectation.”

The minister also revealed that he had discussed the future of the pipeline with Iraq’s Minister of Oil, Hayyan Abdulghani, following a recent OPEC meeting in Vienna. These discussions focused not only on restarting the pipeline but also on extending it further south within Iraq to enhance its strategic utility.

Why the Pipeline Matters for Türkiye and the Region

The pipeline, which stretches from Kirkuk in Iraq to the port city of Ceyhan on Türkiye’s Mediterranean coast, is not just an energy infrastructure project—it is a geopolitical asset. Ensuring its full operational capacity would not only support Türkiye’s energy security but also diversify Iraq’s export routes, reducing reliance on vulnerable choke points such as the Strait of Hormuz.

Bayraktar emphasized that full-capacity usage is contingent upon southern expansion. “The pipeline doesn’t need to be filled entirely with oil from the current connection. To reach full capacity, the line must be extended further south,” he explained.

He noted that Iraq already has a partially completed pipeline reaching a central point, but the future of that infrastructure remains uncertain. “They are considering alternative export routes, and that’s good for them. We’ve proposed 2026 July as the deadline to finalize the entire pipeline, though we’d prefer it to be completed earlier.”

A New Era of LNG Diplomacy Between Türkiye and the United States?

Another major highlight of Bayraktar’s remarks was Türkiye’s interest in negotiating a new long-term LNG contract with the United States. Amid heightened electricity consumption and fire threats to energy infrastructure, Türkiye is seeking reliable and diversified sources of natural gas.

The minister disclosed that he had recently met with U.S. Ambassador to Türkiye and Special Envoy for Syria Tom Barrack. “We discussed collaborative opportunities in oil and gas exploration, and small modular reactors (SMRs),” Bayraktar said. “But most importantly, we see long-term LNG contracts as highly significant, and discussions are ongoing. A new LNG deal with the U.S. could materialize soon.”

This would not be Türkiye’s first LNG deal with the United States. Over the past decade, Türkiye has sought to diversify its energy imports by adding LNG terminals and increasing its ability to receive shipments from various global suppliers. A new agreement with the U.S. could significantly reduce Türkiye’s dependence on pipeline gas from regional actors.

Growing Energy Demand and Infrastructure Challenges

Bayraktar also addressed the rising electricity consumption in Türkiye, triggered by scorching summer temperatures. He acknowledged that Türkiye has recently seen record-breaking electricity usage, though the national grid has remained resilient.

“There were a few temporary issues caused by wildfires near power plants,” he admitted. “In Bandırma, we had to shut down a plant temporarily due to the fire’s proximity, but there were no long-term outages.”

These environmental challenges underline the urgency of improving energy infrastructure resilience and accelerating renewable energy adoption. Still, Bayraktar emphasized that the existing infrastructure held strong, a testament to the investments made over the past years.

The Strategic Importance of SMRs and Energy Cooperation

In addition to oil and LNG, Bayraktar touched on Türkiye’s growing interest in small modular nuclear reactors. These reactors, considered safer and more flexible than traditional nuclear power stations, could offer Türkiye an innovative solution to meet its long-term energy goals.

The cooperation with the United States on SMR technology could also deepen bilateral relations beyond fossil fuels, moving towards cleaner and more sustainable energy sources. Bayraktar’s emphasis on such future-oriented projects signals Türkiye’s openness to being part of the global clean energy transition while maintaining strong ties with Western allies.

Regional Energy Strategy and Export Diversification

The conversations with Iraq and the U.S. are part of a broader Turkish strategy to position itself as a key energy corridor between East and West. With projects such as the Trans-Anatolian Natural Gas Pipeline (TANAP) and the TurkStream pipeline already operational, Türkiye is keen to expand its role as a reliable energy hub.

In this context, the revival and expansion of the Turkey-Iraq Oil Pipeline can be seen as a natural progression. It would enable more efficient flow of resources from Iraq’s untapped southern oil fields to European markets, while increasing Türkiye’s strategic clout.

What Comes Next?

According to Bayraktar, Türkiye has already submitted a formal draft agreement to Iraq, and now awaits feedback. Simultaneously, discussions with American counterparts are set to intensify over the coming months.

Given the rising global energy demands, and increasing focus on energy security amid geopolitical tensions, Türkiye’s proactive diplomacy in this sector may offer long-term economic and strategic dividends.
