Borsa İstanbul has introduced temporary trading restrictions on four listed stocks under the Volatilite Bazlı Tedbir Sistemi (VBTS), a regulatory mechanism overseen by the Sermaye Piyasası Kurulu (SPK) — Türkiye’s Capital Markets Board. Effective from 22 July 2025, the new measures prohibit margin trading (kredili işlem) and short selling (açığa satış) for the selected equities for a predetermined period.

This decision is part of Türkiye’s ongoing efforts to protect retail investors and curb extreme price volatility in the stock market. As these mechanisms become more common, understanding how VBTS functions and how it affects trading strategies is essential for investors looking to manage risk and make informed decisions.

Understanding the Volatilite Bazlı Tedbir Sistemi (VBTS)

At its core, VBTS is a preventive risk control tool. It aims to shield investors from sudden, unpredictable price fluctuations in individual stocks. When a security demonstrates unusual volatility — for instance, excessive price surges or sharp declines over a short timeframe — the SPK algorithmically assesses the stock and may impose short-term restrictions.

These restrictions commonly include:

  • A ban on margin trading, preventing investors from borrowing capital to increase their buying power,

  • A prohibition on short selling, limiting speculative bets on price declines.

Such measures are temporary in nature and are usually applied for a duration of 15 trading days, though this can be adjusted depending on market dynamics.

Why Does Türkiye Use VBTS?

Türkiye’s stock market, like those in many emerging economies, often experiences high levels of retail investor participation. This can lead to rapid shifts in supply-demand dynamics, sometimes driven more by sentiment or social media trends than by company fundamentals.

By activating VBTS, regulators attempt to:

  • Reduce speculative trading,

  • Promote market stability,

  • Protect less-experienced investors from excessive losses,

  • Reinforce trust in the fairness and transparency of the Borsa İstanbul trading environment.

How Does VBTS Affect Investors in Practice?

For active investors and traders, the activation of VBTS can result in reduced liquidity and limited trading flexibility. Investors holding stocks under restriction may not be able to:

  • Use leverage to expand their positions,

  • Hedge positions via short selling,

  • Exit positions quickly if liquidity dries up due to lower trading volumes.

However, for long-term investors, VBTS could also present an opportunity: it often temporarily cools overheated stocks, potentially leading to more rational price discovery once the restrictions are lifted.

How to Adjust Your Portfolio When VBTS Is Activated

Rather than seeing VBTS as a barrier, knowledgeable investors treat it as a market signal — an indication that a stock has behaved erratically. Here are a few strategies:

1. Reassess Fundamentals

If a stock is flagged by VBTS, ask yourself: is this price movement justified by earnings, revenue, or macroeconomic shifts? If not, it might be overbought or oversold — and due for correction.

2. Avoid Leverage During High Volatility

Even if a stock is not under restriction, broader volatility suggests caution. Limit the use of margin, which magnifies both gains and losses.

3. Look for VBTS Expiry Dates

Savvy investors monitor when VBTS measures are scheduled to expire. Stocks often experience volume surges and volatility when trading restrictions are lifted — both risks and opportunities can arise during those windows.

A Broader Trend in Türkiye’s Capital Markets

VBTS is just one example of Türkiye’s evolving approach to market regulation. Over the past five years, the SPK has launched various tools including:

  • Circuit breakers (otomatik devre kesiciler),

  • Real-time surveillance systems,

  • Enhanced transparency requirements for public disclosures.

These tools form part of Türkiye’s roadmap toward a more stable and globally integrated financial system, making it increasingly attractive to foreign institutional investors.

Why It Matters Now More Than Ever

For retail investors in Türkiye, regulatory actions like VBTS highlight the importance of economic literacy and risk management. Understanding basic financial concepts — volatility, leverage, margin trading — empowers individuals to:

  • Make better investment decisions,

  • Avoid panic-driven reactions,

  • Interpret regulatory actions calmly and rationally.

This aligns with the broader goal of increasing economic participation in Türkiye while maintaining a responsible and well-informed investor base.

How VBTS Affects Market Psychology

When VBTS is imposed, it doesn’t just affect the technical mechanics of trading — it also impacts investor sentiment. For some, the presence of restrictions may indicate trouble ahead; for others, it’s a sign of regulatory stability.

Psychologically, it encourages:

  • A pause in speculative behavior,

  • A return to fundamental analysis,

  • Greater market self-reflection.

In essence, VBTS is not a punishment — it’s a regulatory cooling mechanism that allows the market to breathe, reassess, and continue operating fairly.

VBTS as a Tool for a Smarter Investing Environment

While some may see VBTS restrictions as limitations, they are in fact part of a healthy, maturing financial ecosystem in Türkiye. They help reduce irrational exuberance, protect less experienced investors, and ensure price stability during turbulent periods.

For long-term investors, such systems provide reassurance that market regulators are actively engaged in maintaining a transparent and orderly environment. For traders, VBTS is a signal — one that invites a more analytical, less emotional approach to investment.

As Türkiye continues to develop its capital markets, systems like VBTS will remain central to that evolution — not as barriers to profit, but as pillars of stability and investor trust.
