Despite this generous extension, the ministry noted a surprising trend: following the November 18, 2024 announcement of the deadline change, more than 16,000 citizens canceled their appointments within just 24 hours. Officials attributed this to public perception that there would be yet another extension down the road.

As of now, any driver in possession of the old-style (pre-2016) license must schedule an appointment and complete the renewal process before the deadline.

“There will be no further extensions beyond October 31, 2025. This is the final opportunity for all citizens holding old-style licenses. We urge everyone not to delay until the last minute.”
