In a week marked by fast-paced diplomatic developments and military negotiations, Türkiye appears closer than ever to sealing a major deal for the purchase of Eurofighter Typhoon jets. This prospective acquisition, involving advanced 4.5-generation fighter aircraft jointly produced by the United Kingdom, Germany, Italy, and Spain, reflects Ankara’s evolving defense priorities in 2025.

As outlined in the Türkiye Policy Report 2025, Turkey continues to pursue a diversified air power strategy—balancing legacy U.S. relationships with expanding European defense partnerships. The possible Eurofighter deal comes at a time of renewed geopolitical recalibrations, with growing emphasis on regional deterrence and strategic independence.

Türkiye Eyes 40 Eurofighter Typhoons

According to reports from The Wall Street Journal, Turkey is negotiating the purchase of 40 Eurofighter Typhoons—a multirole aircraft capable of reaching speeds up to 2,390 km/h, powered by twin Eurojet EJ200 engines. The Eurofighter consortium, comprising BAE Systems, Airbus, and Leonardo, represents a key pillar of Europe’s defense export capability.

Turkey’s interest in the aircraft underscores its commitment to modernizing its air force in the face of regional tensions and shifting alliances. This comes as talks with the United States over F-16 upgrades and reentry into the F-35 program continue, albeit with limited public progress.

Gaining European Support

President Recep Tayyip Erdoğan has recently met with British Prime Minister Keir Starmer and German Chancellor Friedrich Merz, signaling high-level momentum behind the Eurofighter negotiations. Speaking to Turkish media, Erdoğan noted that both London and Berlin view the sale positively, expressing optimism that the deal will conclude soon.

In a public statement, UK’s Consul General to Istanbul Kenan Poleo affirmed that Türkiye’s NATO role reinforces the case for the sale, emphasizing that all four Eurofighter-producing nations understand its strategic implications.

“Türkiye is not only a buyer,” Poleo stated, “but a critical NATO partner whose security affects the alliance’s southeastern flank.”

Export License in Progress

One of the major hurdles in the Eurofighter transaction was Germany’s export licensing policy, historically cautious regarding arms sales to non-EU NATO partners involved in active regional conflicts. However, in a notable shift, Chancellor Merz acknowledged:

“We are making progress on export licenses. While no final decision has been reached, we are moving toward an agreement that could allow for parallel export frameworks.”

This change signals a thaw in Berlin’s defense posture toward Ankara, which may have long-term implications for EU–Türkiye defense cooperation.

Discomfort in Tel Aviv and Athens

The deal has triggered anxiety in regional capitals, especially in Israel and Greece, both of which perceive Türkiye’s expanding air capabilities as a strategic imbalance. Israeli media outlet C14 and Greek defense analysts have expressed concerns that Turkey’s acquisition of advanced fighter jets, in conjunction with its indigenous KAAN fighter program and drone fleet, could shift the air power equilibrium in the Eastern Mediterranean.

“Türkiye is poised to build one of the strongest air forces in the Middle East,” stated a C14 article, framing the deal as part of a larger push to assert dominance over contested regional airspaces.

Moreover, reports in Israeli newspaper Maariv claim that Israeli officials have raised objections in closed-door meetings with U.S. counterparts, including former President Donald Trump and Pentagon officials, about U.S. arms sales to Ankara.

F-16s, F-35s, and Beyond

While progress on the Eurofighter deal accelerates, Ankara is simultaneously seeking upgrades to its F-16 fleet and exploring avenues for reintegration into the F-35 Joint Strike Fighter program—from which it was expelled in 2019 over the Russian S-400 missile defense system purchase.

These parallel efforts suggest a multi-vector air strategy, blending Western technology, domestic production, and emerging partnerships. Within the context of the Türkiye Policy Report 2025, Türkiye appears determined to:

  • Reduce reliance on a single supplier country,

  • Maximize interoperability within NATO,

  • Enhance its deterrent capabilities amid regional arms races.

Political Discourse and Public Reaction

The Eurofighter deal has sparked domestic debate in Turkish political circles, especially regarding budgetary transparency, procurement priorities, and the broader direction of foreign policy.

Opposition figures have questioned the cost and necessity of the purchase at a time when inflation and economic inequality remain pressing issues. Opposition figures have questioned the cost and necessity of the purchase at a time when inflation and economic inequality remain pressing issues.

On the other hand, ruling party officials argue that such acquisitions are essential for national security, citing growing threats from an increasingly militarized Greece and ongoing instability in Syria.

Could Türkiye Trigger a Chain Reaction?

European defense industry sources suggest that a Turkish purchase could encourage countries like Qatar and Austria to consider similar Eurofighter deals, boosting the platform’s relevance and market share.

Moreover, the success of this deal could strengthen Europe’s hand in promoting defense autonomy and reduce reliance on American systems, particularly for NATO countries aiming to diversify.

Implications for NATO Unity

From a NATO perspective, Türkiye’s alignment with European producers may represent a win for alliance cohesion, particularly if it eases long-standing tensions between Ankara and Brussels.

However, concerns remain about dual allegiances—Türkiye’s balancing act between the West and non-Western actors like Russia, China, and Iran continues to test NATO’s internal coherence.

The Eurofighter negotiations may serve as a litmus test for Türkiye’s long-term orientation—whether it will remain anchored in Western defense infrastructure or continue to carve an independent path.

A Defining Moment for Turkish Military Strategy

As negotiations approach final stages, the Eurofighter Typhoon deal marks a transformative milestone in Türkiye’s military evolution and foreign policy recalibration. If finalized, it could redefine air dominance in the Middle East, alter regional threat perceptions, and reshape defense diplomacy in Europe and beyond.

More importantly, the process itself reveals key trends: a Türkiye that is assertive, pragmatic, and increasingly autonomous in its defense calculations. In the backdrop of political debate, shifting alliances, and broader geopolitical uncertainty, the Eurofighter case encapsulates the new contours of Turkish statecraft in 2025.
