Turkey and Azerbaijan are once again reinforcing their position as pivotal energy partners in the Eurasian region. Speaking at the 4th Turkey-Azerbaijan Energy Forum held in Izmir as part of the Turkey Wind Energy Congress, Turkish Minister of Energy and Natural Resources Alparslan Bayraktar emphasized that both countries complement each other with their geostrategic locations, abundant resources and advanced infrastructures. He highlighted how this cooperation not only fuels national prosperity but also significantly contributes to regional and global energy security.

A Forum of Expanding Cooperation

Minister Bayraktar underlined that previous forums had already achieved substantial results and opened new areas of collaboration. Through institutionalized working groups covering oil, natural gas, renewables, energy efficiency, electricity regulation, transmission and mining, both governments have ensured that cooperation is monitored and deepened systematically.

He stressed that Turkey and Azerbaijan’s brotherhood extends far beyond cultural and political ties, evolving into a strong economic and strategic partnership. “The principle of one nation, two states finds its most concrete expression in the energy sector,” Bayraktar declared.

Landmark Energy Projects Shaping Regional Security

The minister recalled how joint projects such as the Azeri-Chirag-Guneshli and Shah Deniz fields formed the foundation of energy cooperation between the two countries. This partnership has since advanced with the signing of the Shafag-Asiman field agreement, broadening cooperation into new offshore zones. Looking ahead, Bayraktar expressed optimism that collaboration in Karabakh, D-230 and the Dostluk fields would further solidify the partnership.

He also emphasized the strategic significance of the natural gas cooperation agreement signed on May 14, 2024. This deal strengthens both countries’ energy security and bolsters regional solidarity. The expansion of natural gas supplies from Azerbaijan to Turkey remains a key objective, supported by major infrastructure such as the Iğdır-Nakhchivan Natural Gas Pipeline. This pipeline not only guarantees Nakhchivan’s energy security but also deepens ties between the two nations.

Pipeline Diplomacy Extending Beyond Borders

A major highlight of Bayraktar’s speech was the Turkey-Syria Natural Gas Pipeline, inaugurated on August 2, 2025. He described the project as a “strategic step that promotes both energy flow and regional peace and prosperity.” By extending its energy influence southward, Turkey signals its ambition to be more than just a transit hub—it aims to be a stabilizing force in the broader region.

Bayraktar stressed that both Turkey and Azerbaijan, backed by robust infrastructures and strong bilateral ties, will continue to serve as reliable partners in global energy markets.

The Shift Toward Renewables and Electricity Trade

While oil and natural gas dominate the energy agenda, Bayraktar highlighted the growing importance of renewable energy cooperation. He underscored the joint responsibility to strengthen collaboration in wind, solar and electricity transmission to ensure sustainable energy for future generations.

One of the most ambitious projects is the Turkey-Nakhchivan electricity line, which will link the exclave directly to Turkey’s grid. Once completed, this project will not only secure Nakhchivan’s electricity needs but also enable new opportunities for cross-border electricity trade.

Another milestone initiative is the Green Electricity Transmission and Trade Project involving Turkey, Azerbaijan, Georgia and Bulgaria. This project aims to channel renewable electricity from the Caspian region through Turkey to Europe, reminiscent of the strategic importance of TANAP (Trans-Anatolian Natural Gas Pipeline). Bayraktar noted that by facilitating clean energy trade, the project will benefit not only the participating nations but also Europe as a whole.

Turkey and Azerbaijan’s Complementary Strengths

Turkey brings to the table its developed electricity market, sophisticated infrastructure and strategic location bridging Europe and Asia. Azerbaijan, on the other hand, contributes with its immense potential in solar and wind power, positioning itself as an emerging clean electricity exporter. The combination of these strengths enhances both countries’ capacity to contribute to sustainable regional energy security.

The Broader Geopolitical Context

Energy collaboration between Turkey and Azerbaijan is not only economic but also geopolitical. In a region often shaped by instability, joint projects reinforce political alliances and enhance mutual resilience. By advancing both fossil fuel and renewable energy initiatives, Ankara and Baku are effectively hedging against future uncertainties in global markets.

Moreover, these projects strengthen Turkey’s role as a regional energy hub. By serving as a corridor for both hydrocarbons and renewables, Turkey enhances its geopolitical weight, offering Europe diversified energy sources at a time when supply security remains a top concern.
